Hummingbird nest

Here's an interesting photo of a female hummingbird on a nest in a very
strange place. It was submitted by Christian Peay (Thanks Christian!). 
I was thinking it might be a Black-chinned Hummingbird, judging by the
length of the bill.  Is there someone out there that might have some
tips on how to identify this hummingbird, if it can be identified at
