two questions



Rather than keep wondering about the answers to these questions, I'm just going to ask.  I hope being a novice affords me the chance to ask questions like these (and I hope to be considered a novice for years so I can keep asking questions).
 
First, I am supposing that pre-8 am and around 4:30 pm until dark are, on average, the most effective times to bird.  Am I correct in this assuption?
 
Secondly, many of the places that people report sightings at seem to be somewhat residential (well, some of the places people report anyway).  I was in a church parking lot and was using my binoculars to see some finches a little closer and a gentleman and his dog (big...big...dog) came over because he thought I was...uh...looking at more than birds (which was a little embarrassing for both of us).  Maybe the answer is obvious, but how are the rest of you avoiding this?  When by a residential area, are you just not using binoculars?  Or do you just face away from homes?
