Water continues to be scarce on the Refuge.  The tour loop unit is still
virtually dry.  No Tundra Swans yet.  Waterfowl numbers about 30,000 birds
higher this year than at this time in 2002.  Shorebirds numbers though not
impressive currently, are about 4 times higher than in 2002.  About 31% of
birds counted were visible from the tour route.
