Enhanced filtering for mailing lists

Recently the Salt Lake Birders mailing list has been hit with objectional
posts several times. In an effort to block more of those posts, I am
implementing more filters to block such posts.

The filtering is for the slbnet and birdnet initially. If it is
successful, all utahbirds.org mailing lists will be filtered.
