Summary: With
no photo or use of optics, the committee was hesitant to accept such an
exceptional vagrant sighting as a first state record. It was
resubmitted in 2021 to see if new bylaws changes with respect to
first-state records would influence the outcome. It didn't. So
the initial decision on this record was reconfirmed.
