Summary: The shortness of this observation was a concern and without the two most distinctive field marks not being observed (bill color, tail spotting pattern), it was difficult to accept this record.

[Note from committee report] Although observer competence and experience with the species were more than adequate, the Committee did not feel adequate observation time and descriptive details were provided to separate this from other similar species.
