Summary: Although the committee was convinced that 
the bird was indeed a Tufted Duck, it was split on whether it was naturally 
occurring or an escapee.
 In the "resubmission" of this record in 2021, to see if the new bylaws for 
first-state records of voting on the merits of the record for all records, this 
Tufted Duck was thought to be a possible escapee.
