Although, I would not describe myself as a Gull expert, I would suggest
that this is a Mew Gull. It appears most likely to be a Second-Winter
Adult Non-Breeding. Harrison's Seabirds has a good description that
matches your photographs. The description includes the Yellow bill with
black tip, pink legs and dark eyes (16-18 inches). Harrison describes the
Mew Gull (Common Gull in Europe), as nearly circumpolar in northern hemisphere
with its range overlapping Herring and Ring-billed Gulls.
