Filling the box with wood shaving, saw dust, etc., serves two
purposes: it keeps Starlings out of the box (as Nicky pointed out), since
they do not excavate and the Flicker always excavates his nest, so he in effect
is creating the cavity.
Often, male Flickers begin guarding potential cavities, as early as
December. Plenty can go wrong between then and breeding, so it is never to
late to put a box up. For sure, it is in plenty of time for next year,
should it not be used this season.
