Mandarin Ducks: Thanks for the Discussion. Definitive Criteria for Listing?

Thanks to those who responded and added their thoughts on the Mandarin 
Duck subject. 

And, what about the California Condor, that is a good question. 

Can anyone suggest a definitive source for what the criteria are for 
accepting birds onto the lists that have been mentioned?  (AOU, etc.)
