The American Birding Association has dealt with the issue of introduced, escapee's, etc., as to whether and when they can be counted. You can check your ABA guide for the most recent rulings. As I recall, it requires 10 years for a bird to be considered established and it must be breeding. They can then be counted, albeit exotic.
