  Proposal

 

Proposal to add the following to section IV.D. :

UPON COMPLETION OF REVIEW AND VOTING ON A PARTICULAR RECORD THE SECRETARY WILL NOTIFY THE INDIVIDUAL(S) SUBMITTING THE RECORD THE RESULTS OF THE REVIEW. THE NOTIFICATION WILL STATE IF THE RECORD WAS ACCEPTED OR NOT ACCEPTED AND GIVE A SUMMARY OF THE REASONS FOR ACCEPTANCE OR NON ACCEPTANCE.

A. Terry's proposed amendment should be added with only the specific language in the proposal.
 
   Opinion: 7 For, 1 Against, 1 N/R

B. Ryan's version (summarized from a couple of different emails; lacked specific language, but with clear ideas). Use a form email with either accept or reject language. A "reject" email would probably have language similar to those used in our summary pages on the web, such as "The majority of the committee felt the description did not eliminate similar species". This response can be sent to the observer upon completion of the voting process and would not require additional Committee review and deliberation, thus facilitating a relatively speedy response.

C: Jack's version. Specific language: REPORTS TO SUBMITTING OBSERVERS ARE WRITTEN AND REVIEWED BY THIS COMMITTEE (INCLUDING MILT AND THE SECRETARY), ARE OF PUBLICATION QUALITY AND FORMAT (IDENTICAL TO THAT OF OUR MOST RECENT RECORDS PUBLICATION), AND ARE COMMUNICATED BY THIS SECRETARY (A SINGLE VOICE) TO THOSE WHO SUBMITTED THE RECORDS. This approach has the added benefit of essentially writing our annual summary since individual reports can be collated for publication at the end of each year.
