Utah Bird Records Committee
(Instituting the New First-state concepts)

  

 


Questions: 

    - Would two submitted records for the same sighting be considered two records to meet the standard  of "two accepted records without physical evidence"?   (Sightings at the same general time and place are usually bundled together as one sighting when considering the Review Species list standard of 20 sightings over a ten year period).  Should we specify two records for the same sighting as meeting the requirements in the new bylaws section to put a species on the checklist?

    - Should we go over some old records that look like they were rejected because they might be FSR's.? (The bylaws say:  "A record that has received a final Committee decision, whether accepted or rejected and even though published as such, may be resubmitted by anyone if there becomes available new and substantial evidence that might reverse that decision."   (It doesn't say anything about change of bylaws or standards or that sort of thing - if the committee decided to do it in this case, we should be okay, I think).

  -  Should we review eBird reports of species that are on the provisional list to see if it would qualify as a second record that would move the species to the official checklist.

I've gone over the records in the Provisional List and the Unverified List and picked out some records that we might want to do something about:  (I've edited a version of the Auxiliary Lists to get the lists below:

  • Field Sparrow * | Sightings |  Only one sighting but seen by many people (I saw this one with Terry Sadler right behind me ticking off the field marks -- if someone took notes at the time, should be request submission of a sight record to the committee based on those notes?).  [...or do we still  need another sighting? -- or sight record? -- to put it on the checklist?]  If the question of sightings vs sight records relating to FSR's, can be asked in favor of two different observers submitting a sight record for the same sighting (same bird) would that be considered to be a second record, should we specify that in the new bylaws section?  Now it speaks of "records," which could include two or more sight records for one specific sighting.   (We bundle sight records together in a single sighting --  for purposes of counting the number of sightings in a ten year period, as a factor in determining if a species should be on the Review List.)
